
Beyon has been named the Winning Investor by the Kuwait Authority for Partnership Projects (KAPP) for the Fixed Telecommunications Network Development Project in Kuwait.
The announcement, made in Kuwait by KAPP, signals the next phase in establishing a dedicated project company under a 50-year Public Private Partnership agreement. Under the terms of the concession, Beyon will design, finance, build, operate and maintain a nationwide high-speed fiber broadband network, with total investment expected to exceed $2.8bn over the lifetime of the agreement. KAPP will hold a 60% stake in the newly formed project company, while Beyon will retain 40%. Once the network becomes fully operational, a portion of the shares will be offered through an initial public offering for subscription by Kuwaiti citizens.
The initiative stands as one of Kuwait’s most significant national infrastructure programmes and represents a key regional milestone for Beyon. The partnership aims to deploy a high-speed fiber network capable of reaching 90% of Kuwait’s available plots, delivering symmetrical speeds of up to 10Gbps in line with PPP requirements. The network is designed to provide resilient, future-ready connectivity for households, businesses and government entities, forming a cornerstone of the country’s digital transformation strategy and supporting the objectives of Kuwait Vision 2035.
The award of the project follows a rigorous qualification and tender process, in which Beyon was selected ahead of several leading international competitors, having met the project’s technical and compliance requirements. Notably, the proposal was developed entirely in-house by Beyon’s teams, demonstrating the Group’s technical capability and leadership in fiber network transformation.
The company’s bid was reinforced by its extensive experience in delivering large-scale fiber infrastructure projects across Bahrain, Jordan, the Maldives and the Channel Islands. Collectively, Beyon’s operating companies have achieved more than 2.2m home-passed connections, with fiber coverage in Bahrain reaching 95.4%t. A significant element of the proposal drew on the Group’s experience in structurally separating Batelco and establishing Bahrain Network (BNET) as an independent wholesale entity. This transformation showcased Beyon’s ability to manage complex brownfield transitions, system migrations and regulatory compliance programs while maintaining uninterrupted service delivery.

With the agreement announcement, Beyon will now prepare for the next phase of the process, ensuring that all requirements are in place to support the project’s timely progression. The Group will continue to work in close coordination with KAPP and Kuwait Ministry of Communications to align with the programme’s objectives and readiness for implementation.
