ST Engineering and HTX partner to advance space tech for public safety

ST Engineering will leverage its expertise in Earth observation, geospatial services and digital technologies to co-develop space-based public safety solutions in Singapore with HTX.

HTX and ST Engineering have signed a five-year Memorandum of Understanding to jointly develop a new space technology programme aimed at strengthening public safety operations in Singapore. The agreement was announced at the Milipol TechX Summit 2026.

The collaboration will focus on advancing space-based science and technology capabilities, including the use of satellites to enhance monitoring and early-warning systems. Such developments are expected to significantly improve the Home Team’s ability to detect and track potential threats, including hazardous gas plumes offshore, enabling faster and more effective emergency responses.

Chan Tsan, Chief Executive of HTX, said: “We are continually exploring how science and technology can unlock new capabilities for the Home Team. Space technologies, in particular, offer significant potential, such as the early detection and monitoring of hazardous gas plumes offshore. This capability enables faster and more effective responses to save lives and safeguard public safety.”

Low Jin Phang, Chief Operating Officer for Defence & Public Security, and President for Digital Systems, ST Engineering, added: “Satellite missions are set to play a greater role in public safety operations. As a strategic partner to HTX, we are applying our expertise in Earth observation satellites, geospatial services, and advanced digital technologies to jointly develop space-based capabilities that strengthen public safety outcomes.”

The partnership builds on an existing long-term collaboration between HTX and ST Engineering in advancing innovation across key science and technology domains critical to Singapore’s security landscape.

A model of the satellite being developed under the agreement is currently being showcased at the Milipol TechX Summit 2026, offering a glimpse into the future capabilities the programme aims to deliver.
